At Transdev Health Solutions, we focus on providing safe and timely transportation to give Medicaid members more flexibility, freedom, and control over their personal health. In Hawaii, we need a strong network of independent drivers and transportation providers to help achieve this goal.

To start the process, use the links below:
- Transportation providers must obtain a valid Medicaid Provider ID number with the Department of Human Services (DHS) Med-QUEST Division. Please register on Med-QUEST’s website.
- Obtain an approved docket filed with the Hawaii Public Utilities Commission (PUC). (Taxi companies have county-based requirements instead. Further information will be requested during contracting.)
- Submit an interest form.
A member of the Transdev team will follow up within three business days of receiving the interest form to review the next steps. This includes an in-depth discussion about driver and vehicle credentialing. Your enrollment may be delayed if you have not registered with Med-Quest or completed your PUC docket.

Before assigning a member to a driver or transportation provider’s care, we ensure the driver and vehicle meet the minimum requirements for service. Review the sections below for an overview of requirements.
- SAM, OIG and Hawaii State Medicaid List Exclusion Check
- Copy of Driver License with verification of years of age 21
- Sex Offender Registry Check for both State and National
- Motor vehicle report

Providers are required to provide a copy of the following for each vehicle:
- Vehicle Registration
- Insurance ID Card
- DOT / PUC Safety Inspection
- Per Hawaii Revised Statutes § 271-5, taxi companies in the state of Hawai’i do not require a DOT/PUC Safety Inspection. Because of this, county level inspections are required for Taxi companies.
Following this, a vehicle inspection will be conducted by a member of Transdev’s Network Management Team.

Statutory limits for Workers’ compensation are governed by the State of Hawaii in which:
A Certificate of Insurance (COI) will be requested from you that can be acquired by your insurance company. This certificate will detail the specifics of your insurance coverage and will Transdev Health Solutions as a certificate holder. Non-Emergency Transportation Providers are required to comply with the state’s regulated fee schedule regarding the maximum allowable rate for Non-Emergency Transport for Mileage as determined by Med Quest of Hawaii. Negotiations will be made for all other items during the contracting process. Additionally, according to CMS guidelines for NEMT, services are paid based on loaded mileage, meaning only when a member is transported is a trip paid.
